The Sudanese Centre for Policy Studies (SCPS) emerged following the Sudanese Revolution in 2018, the formation of a transitional government, and two years of transition experience, recognizing a strong and urgent need to develop public policies based on research, knowledge, and the experiences of other countries.
SCPS is an independent, non-profit institution that operates as a public policy research center. The founders came together in a collaborative mission, working with all potential partners to attempt to transform the way Sudanese people practice politics, and how they discuss issues of governance, development, and democratic transition, with the aim of consolidating democracy and building a modern state in Sudan.
As a local think tank, we bridge rigorous and evidence-based research with participatory and locally driven processes. Alongside traditional research, we employ innovative tools, including scenario mapping, horizon scanning, and stakeholder analysis, to understand Sudan’s shifting realities through our four core themes: the economy, civil society and democratization, security governance, and foreign affairs. Our activities include research publications, convenings and workshops, and strategic engagements with aligned partners. Rooted in historical context yet forward-looking in nature, SCPS works to co-create policy pathways that center Sudanese experts in reimagining the country’s sociopolitical future.
We produce in-depth qualitative and quantitative research on Sudan’s key policy challenges, drawing on interdisciplinary approaches and grounded knowledge. Our work spans long-form research papers, thematic studies, and rapid analysis responding to emerging developments.
SCPS develops evidence-based policy recommendations tailored to policymakers, civil society actors, and international stakeholders. Through policy briefs, reports, and advisory engagements, we translate complex dynamics into actionable insights
SCPS designs and facilitates panels, workshops, and multi-stakeholder dialogues that bring together experts, practitioners, and grassroots actors. These spaces are designed to foster critical exchange, collaborative thinking, and locally grounded policy conversations.
We work with a range of actors, including grassroots, civil society organizations, researchers, policymakers, and international partners, to co-produce knowledge and shape policy debates. Our approach prioritizes participatory and locally driven processes.
SCPS designs and delivers training programs, workshops, and learning initiatives that strengthen the skills and capabilities of policymakers, civil society actors, and emerging researchers. We develop practical toolkits and resources that build lasting, locally rooted capacity for evidence-based policy work.
We support partners in designing robust monitoring and evaluation frameworks that track progress, measure impact, and generate learning. From results frameworks and indicators design to program evaluations and after-action reviews, we help organizations understand what works and why.
We collaborate with researchers, policymakers, donors, and civil society organizations across Sudan and the region. If you are interested in commissioning research, partnering on a project, or joining one of our convenings, we’d love to hear from you.
